Trash Burning in Front Yard

Neighbor is constantly burning trash in the front yard near the intersection of West Main Rd and Austin in El Centro. Latest incidents were on May 13th and May 14th, both of which were windy days, and the smoke was blowing in the direction of our house, filling it with an awful and overwhelming burning smell.
