Description
Concern of ground asphalt spread over alleys. Ground asphalt was spread over the alleys between (east-west) dogwood and fourth avenue, (south-north) Ross Avenue and Main Street.
Concern included, possibility of chemicals contained in asphalt in its ground composition leaching into ground water, evaporation and airborne chemicals from ground asphalt. Airborne asbestos is also a concern. Ground asphalt is migrating into other areas such as streets and sidewalks causing hazardous conditions.
Concern also extends to question; is proper use of asphalt as a spread instead of use for compacted pavement.
