No outdoor water faucets in trailer park

The trailer park has no water faucets. The city of El Centro recently connected city water. The problem is that there was no installation of water faucets. The landlord removed the piping as seen on the attached picture. concerns include safety in case of a fire and no way to water down dust. Residents have to water their plants using buckets and carying it from inside the trailer.
